For me, I would go for the 2008 Express option because:
- it is supported
- it has many features that 2000 didnt
- data types (DATE, Geospatial etc)
- CLR
- Windowed functions and CTEs
- Schemas
- reporting services with Report Builder 3
- OS compatibility going forward
- and others that I dont have in mind right now
OK, there are draw backs on database size (R2 has a 10GB limit) but if your database is as you say then this wont be an issue.
